Despite the extensive destruction and ongoing threat of capture, the authorities of Pokrovsk have approved the budget for 2025 with questionable expenditures.

In particular, tens of millions of hryvnias have been allocated for improving public spaces, restoring water supply, and heating systems, even though the infrastructure has been devastated and the feasibility of these projects remains uncertain.

Pokrovsk, which has become one of the primary targets for the enemy since the capture of Avdiivka, finds itself under constant shelling. The city has turned into ruins, with 70% of residential buildings and 80% of social facilities destroyed, and public services are completely non-existent.

Nevertheless, the community budget allocates 29 million hryvnias for heating, 73 million hryvnias for water supply and drainage, and 34 million hryvnias for beautification. Additionally, over 6 million hryvnias are earmarked for "socio-economic development," though without specific project details.

Furthermore, the expenditures for the salaries of officials in the Pokrovsk City Administration and City Council exceed 60 million hryvnias. At the same time, 146.9 million hryvnias are allocated for education and 15.2 million hryvnias for healthcare.
