The state logistics operator concluded contracts from November 15 to 21 for the supply of daily field food kits No. 15 of the "enhanced" category (DPNP-P) totaling 140.92 million UAH. According to the publication “Our Money”, these kits turned out to be 25% more expensive than similar kits purchased for the needs of the National Guard and the Main Intelligence Directorate.

SubscribeIt is known that there are two types of rations in the Armed Forces of Ukraine — No. 10 and No. 15. Ration No. 10 consists of canned goods like "tourist breakfast," sugar, tea, and cookies. Ration No. 15 includes meals for three meals a day without metal cans, providing a full breakfast, lunch, and dinner packaged in retort pouches, which reduces weight and preserves the integrity and quality of the food.
This particular procurement of rations was conducted for the first time by the Logistics Operator under the leadership of Arsen Zhumadilov. The procurement consisted of six separate lots, each for 66,668 enhanced daily rations. Contracts were signed for five lots, while bidding for one lot will be announced again.
The first kits are expected to be delivered by January 25, 2024, to the Odesa, Kharkiv, Dnipro, Lviv, and Vinnytsia regions.
At the same time, the price of rations varies significantly depending on the supplier, even though they consist of the same food products:

According to "Our Money," the Ministry of Defense has not purchased rations under the No. 15 standard through "Prozorro" for almost two years; they were bought by the units of the GUR and the National Guard. Between 2022 and 2024, journalists identified seven purchases of daily food kits under the No. 15 standard, four of which were enhanced, and in all transactions, the price of the ration was lower than that of the Logistics Operator. The price difference ranges from 13% to 25%, with the Logistics Operator's prices stated without VAT.
The director of the Institute for Social and Political Projecting "Dialog," Andriy Miselyuk believes that the activities of Zhumadilov's Logistics Operator should be investigated by law enforcement, as it has become known that the Logistics Operator is spending significant funds to create excessively comfortable conditions for its employees at a time when these funds are needed by the army, specifically purchasing large-screen televisions, expensive cars, conducting pompous presentations, and offering salaries in the thousands of dollars.
