Plasma televisions, salaries in the thousands of dollars, expensive cars, and honorary certificates – the State Rear Operator under the leadership of Arsen Zhumadilov is spending taxpayers' money unchecked on employee comfort at a time when these funds are needed by the military.

In his blog, the director of the Institute of Socio-Political Design "Dialog" Andrey Miselyuk insists on an investigation by law enforcement into the State Rear Operator's expenditures on its own needs.

“I remember when the State Rear Operator first started, shocking news emerged: they began purchasing large-screen plasma televisions for the new office. It got a spacious, comfortable, and beautiful office. And then I wondered: what is the purpose of this luxury?” wrote Miselyuk.

Now, according to his observations, it is common to see photos of State Rear Operator employees in branded hoodies with a logo. Additionally, the State Rear Operator holds lavish conferences – with a large screen on stage: “Everything looks like a large and wealthy private company. Such caricatured Steve Jobs types.”

Job vacancies for the State Rear Operator are publicly available, and there are no salaries below 1,000 dollars; instead, there are positions offering 1,500 and 2,000 dollars.

Moreover, in the "Prozorro" system, the State Rear Operator purchases vehicles, including Peugeot models 2008 and 3008. “This is such a democratic European car, even though there are plenty of brands and models on the market that are much simpler and cheaper,” noted the political scientist.

In his opinion, the bureaucratic desire for comfort and luxury is glaring, raising the question: is it acceptable that a military personnel, who inherently risks their health and life, is provided for significantly worse than the employees of the rear office that is supposed to support them?

Last year, the State Rear Operator spent 75 billion hryvnias. At the same time, taxes for businesses were raised, particularly, the military levy increased more than threefold, and additional taxes were imposed on individual entrepreneurs, while the profit tax for banks and other companies was also raised. “Taxpayers are not obliged to create greenhouse conditions for people who merely announce tenders for the supply of goods, as the use of any excessive privileges during wartime seems quite absurd,” says Miselyuk.

The political scientist believes that the information about the real provisions of the State Rear Operator is not a military secret, and no one will suffer from the disclosure of the State Rear Operator's expenditures on its own needs.

Miselyuk has appealed to the President and the Ministry of Internal Affairs with the question of whether it is time to take action regarding this matter.

Previously, the publication “Mirror of the Week”, analyzing the activities of the Ministry of Defense, as well as its subordinate Defense Procurement Agency and the State Rear Operator, concluded that Minister Rustem Umerov has failed to establish effective work in the procurement sector. It also described Umerov's clumsy attempt to remove the head of the Defense Procurement Agency, Marina Bezrukova, and to liquidate the Agency by absorbing it with the significantly smaller State Rear Operator. The minister justified his decision with NATO standards, which turned out to be untrue.
