Kiev's streets have unexpectedly made it into the plans for major repairs, activists from "Passengers of Kiev" claim on Facebook. After analyzing the technical reports, it became clear that many of them only require minor average repairs, yet the city budget may "inflate" to accommodate large-scale and costly projects.

How did it all come to light?

The public organization requested official reports on the state of the roads and compared them with the repair plans. The results were surprising: major repairs are scheduled for areas where the road surface is almost intact. For example:

  • Freedom Avenue. The surface is intact 99%, with only 650 sq. m damaged. Instead of a major repair costing 328 million UAH, a current repair could suffice for only 0.9 million UAH. Savings – 360 times!
  • Bohatyrska Street. Instead of major repairs costing 1.4 billion UAH, it is estimated that only 1,000 sq. m of the surface needs to be repaired. Residents even created a petition against the large expenditures, but it was rejected.

Why pay more?

Activists remind us that a major repair involves not only larger-scale work but also significant expenses. Average repairs cost about 1,400 UAH per sq. m, while major repairs already reach 6,480 UAH per sq. m.

Strangely enough, out of all the streets included in the 2025 plan, only two truly need major repairs: Kharkiv Highway and Orosytilna Street. The others only require average repairs or even cosmetic touch-ups.

What do the citizens say?

Many Kiev residents have already expressed confusion: why spend money in a city where there are streets in real disrepair, on projects that could be fixed at a lower cost? However, some agree with the repairs:

  • "The city has a lot of billions, and the billion-burning plant hasn't been built yet, so they have to make do somehow"
  • "I agree that Miloslavska needs serious repair and has for a long time"
    "The major repair of Freedom Avenue should have started back in 2020 or 2021. It has been postponed repeatedly. The state of the street, sidewalks, and lighting poles is terrible."

"Passengers of Kiev" insist on revising the repair plans and reallocating the budget. They are confident that such expenses can be optimized, and the saved funds should be directed to areas where roads are genuinely in distress.

Whether this will happen remains to be seen. For now, we can only hope that the opinions of the citizens will be heard and that funds will be spent wisely.
