What can you buy for one hryvnia? It turns out that for this symbolic amount, you can rent an office building right in the center of Kyiv, which would cost tens of millions under market conditions.

SubscribeThe scheme is brilliant and straightforward: the state enterprise "Horizont" (the Kyiv Regional Agricultural Brokerage and Commercial Firm), led by Maksym Haiev, rents elite real estate for pennies and then leases it to private individuals at market rates.
Officially, "Horizont" rents a six-story building on Bolshaya Vasilkovskaya with an area of 4,000 square meters for just 1 hryvnia per square meter per year. But here's the trouble – somehow, the profits from this rental seem to bypass the capital's budget, ending up in someone’s pockets.
According to reports from TSN journalists, Maksym Haiev became the director of "Horizont" in 2019, but his appointment was mired in scandals involving the police and even "titushki".

In 2023, his enterprise generated 14 million hryvnias, but only a "meager" 118 thousand hryvnias went to the budget, less than 1%. The rest of the profits seem to have vanished into someone’s pockets, and instead of providing explanations, Haiev remains silent. When journalists inquired about these discrepancies, his lawyer merely stated that "a person is not obliged to testify against themselves".
Interestingly, according to declarations, Haiev himself lives quite well. He owns three country estates near Kyiv, an apartment in the capital, and a house in the Carpathians. He has around 100 thousand dollars in his accounts, a Tesla and a hybrid Toyota in his fleet, as well as a collection of watches worth 3 million hryvnias.
This is despite the fact that on paper, he has not received a salary in his position as director of the communal enterprise for the last three years.
Despite all the accusations, Haiev still holds his position today. Law enforcement agencies continue their investigation, but it appears that budget funds are still being siphoned off through such schemes.
