Miroslav Biletsky, a criminal figure known as "Major," now leads the Transcarpathian Regional State Administration, working to eliminate negativity from the internet.

The newly appointed head of the Transcarpathian OVA, Miroslav Biletsky, who is remembered in the border region by many as a criminal authority nicknamed "Majorchik," has decided to cleanse negative information about himself.

This is evidenced by a stream of complaints in the Lumen system, which is responsible for copyright compliance in the Google search network. The complaints claim that publications about Miroslav Biletsky, who allegedly assisted MP Trukhin in fleeing, may be involved in issuing illegal permits for leaving the country.

According to the complainants, this information violates copyright conditions in the search network.

Who is "Majorchik"

Miroslav Biletsky's concern is understandable, as with such a notorious reputation, holding such a position is only possible in Ukraine and even then, not for long.

Throughout his political career, Miroslav Biletsky has been involved in many parties: "Front for Change," "Ukrainian Strategy of Groysman," "Petro Poroshenko's Party "Solidarity," and "Native Transcarpathia." Under normal circumstances, such individuals are shunned by teams and regarded as traitors and defectors, but now even such figures are allowed into power; especially when these officials have goals related to embezzling the state budget.

Forests, natural resources, quarries, windmills, salt, roads – these areas are precisely what "Majorchik" Miroslav Biletsky oversees. To understand, the "kickbacks" in the Transcarpathian region used to average 10-15% of the contract amount. So if 1 million UAH is allocated for some repairs, the executing company would pay the chief lobbyist 100-150 thousand UAH. However, with Biletsky's arrival, the "kickbacks" have risen to 25-30%.

Biletsky also does not forget about his "pocket" firms. In particular, the large "deriban" often involves the LLC "Karpat-Stroy," which has received tenders worth 180 million UAH in the region over the past two years of war. It is noteworthy that this company, with a charter capital of 2000 UAH, began operating with hundreds of millions of budget funds only after Miroslav Biletsky took the position of first deputy head of ZODA. The unofficial overseer of this firm is his son – Ilya. 180 million from the budget to his son's firm is just one example; in fact, there are more than twenty such firms.

According to the State Tax Service, the highest number of permits for leaving the country was issued in Transcarpathia. The responsibility for entering information into the "Path" system lies entirely with the first deputy chairman of the Transcarpathian OVA - Miroslav Biletsky. In most cases, he is the one who submits and prepares the relevant orders. And it was due to Biletsky that former MP Oleksandr Trukhin became a driver for transporting humanitarian aid while fleeing abroad. By the way, the media referred to Trukhin as the curator of the "big construction." He was allegedly responsible for collecting "kickbacks" from the regions and bringing money to Kyiv. And who was responsible for "construction" in Transcarpathia? – right, Miroslav Biletsky.

It is also interesting that the Biletsky family's business is tied to the local criminal world. Members of the "Majorchik" family: ex-wife Oksana Biletska, with whom he cohabits, and their son Ilya, founded a company for producing pet food, LLC "PET PROVISION," in March 2021 along with the head of the municipal enterprise "Center for Investments and Development" of the Vynogradiv City Council, Arthur Shereha. The business partner of the Biletsky family, Arthur Shereha, appears in several anti-corruption journalistic investigations regarding the embezzlement of funds from European Union grants, which were funneled for non-existent services due to “suits.” Shereha, as the head of the municipal enterprise "Center for Investments and Development," is also involved in several criminal proceedings.

Finally, the shadow of "Majorchik" stretches back to the 90s when he was engaged in racketeering and extorting migrant workers in the Czech Republic and Transcarpathia. Now nothing has changed – he is allowed to do this because of his position in government. He also intimidates the heads of hromadas, one of whom is Vasily Iovdiy, a close friend of Biletsky. Of course, he buys bitumen in Biletsky's domain, where quarries operate, plans to extract salt and build an industrial park. And this involves subsidies, the state budget, and also smuggling across the Ukrainian-Romanian border, transporting "draft dodgers," selling land, which the chairman does not hesitate to declare. And all this happens under the watchful eye of Biletsky, who gives the green light to every action.

And, of course, for every "topic," Biletsky takes his share and dividends in all projects and shell companies.

The Big Business of Miroslav Biletsky

Also let us remind that the "Big Construction" in the region was handled by the "gray cardinal" of the Transcarpathian OGA, Miroslav Biletsky, who "laundered" millions of state funds in road repairs in Transcarpathia. The problem with the bridge over the Teresva River, which arose in the Tyachiv region, did not emerge yesterday or a year ago, as anyone who has traveled that section of the Mukachevo – Rohatyn – Lviv highway could see the condition of this structure. This summer, the bridge collapsed, resulting in several people being hospitalized, including children. Only by God's mercy did no one die. The people of Transcarpathia demand punishment for those responsible, as every problem has a name and surname, and in this case, it is Miroslav Biletsky.

Miroslav Biletsky, a native of Khust region, and his ex-wife are also owners and co-owners of many businesses in Transcarpathia, including LLC "Carpathian Golden Nuts," where berries, nuts, and other fruit trees and shrubs are mass-cultivated, the company SООO "UKRAINE" – forestry and other activities in the forest industry; sand, gravel, clay, and kaolin extraction; production of other wooden construction products and carpentry items. Additionally, the private enterprise "ARBIAS IMPEKS UKRAINE" – cargo automotive transport, passenger ground transport for urban and suburban communication; LLC "MILKOR" – cultivation of grain crops (except rice), leguminous crops, and oilseed crops.
