Roman Kaptelov, a people's deputy of Ukraine from the "Servant of the People" faction, has become a subject of a journalistic investigation that has uncovered numerous undeclared facts about his family, including real estate in Moscow, connections with the aggressor country, and absences from plenary sessions during martial law.

SubscribeBorn under the surname Migrin, Roman Kaptelov was actively involved in Russian public initiatives during his political career. He studied in Moscow and published articles about the blogosphere in Russian academic journals in 2012. During that period, he also served as the director of the Inkerma Foundation in Sevastopol, organizing workshops for the youth. In 2015, after getting married, he changed his surname to Kaptel.
He entered the Verkhovna Rada in 2019 as a representative of the 36th district (Pavlograd, Dnipropetrovsk region). Over five years of parliamentary activity, he has spoken only 10 times, with most of those remarks involving passing the floor to other deputies.
Unlike his passivity in parliament, Kaptelov has made statements in regional media that reflect anti-Western rhetoric. Specifically, he has criticized Ukraine's rapprochement with the European Union, citing strict transparency requirements for income. He has also referred to Ukraine as a "puppet of Europe," echoing the rhetoric of Russian officials.

Journalists have discovered that Kaptelov's family owns a 100 square meter apartment in Moscow, valued at approximately 17.5 million hryvnias. One-third of this apartment belongs to the deputy's wife and their children. However, neither this property nor the wife’s income from Russia has been declared.
Kaptelov's wife, Evgenia, is a citizen of the Russian Federation. She left Ukraine a month before the full-scale invasion and resides in Moscow, where she works as a nutritionist and receives a salary from a Moscow budget institution. In 2023, her income from this institution exceeded 700,000 rubles (around 300,000 hryvnias).
The wife of the deputy also collaborates with the organization "Warrior," which focuses on military-sports training for youth in Russia. This organization was created on the orders of Vladimir Putin to "cultivate patriots."
In publications on Russian social media, journalists found photos of Kaptelov with his wife and two children. However, in his declarations, the deputy has never mentioned his children, despite this being a requirement of Ukraine's anti-corruption legislation. Furthermore, the deputy's son holds Russian citizenship.
Kaptelov's wife has traveled multiple times from Russia to Turkey, and during these periods, the deputy was absent from the Verkhovna Rada. For instance, in June, July, September 2022, and January 2023, when plenary sessions were taking place in the Rada, Kaptelov was abroad.
When asked about these trips, the deputy stated that they had an official purpose but did not provide any documents to support this claim.
Kaptelov himself, in a written response to journalists, claimed that issues related to his family are private and do not affect his performance of parliamentary duties. However, journalists note that the connections of the deputy's family with Russia, especially during the war, pose risks to national security.
