Maxim Rakovich, the Deputy Prosecutor of the Odessa region, at the age of 40 already boasts 17 years of experience in the prosecution service. Throughout his significant career, Maxim Nikolaevich has not acquired any real estate of his own. Natalia Rakovich (likely the prosecutor's mother), from whom he declared a gift, owns a large estate near the sea and an apartment of 100 square meters in Odessa, while the law enforcement officer has to reside in an apartment registered in the name of his officially ex-wife, a Ministry of Justice official.

Gifts from Parents and Inheritance
During his 17 years in the prosecutor's office, Maxim Rakovich has not registered any real estate in his name, although his relatives have significantly increased their wealth during this time. In March 2018, the prosecutor received a gift of 650,349 UAH from his father, Nikolai Alexandrovich. On the same day, he received an identical amount from Natalia Valeryevna Rakovich (likely his mother). In total, on that day, the elderly parents gifted the law enforcement officer 1.3 million UAH.
His father passed away last year, and former CEC head Sergey Kivalov publicly expressed his condolences. The fact is that the prosecutor's father was a well-known law enforcement officer in Odessa. He worked in the prosecutor's office for 35 years, serving as the Deputy Prosecutor of the Odessa region. His son has followed in his father's career footsteps.

As OBOZ.UA has found out, a house with an area of 274.5 square meters in the village of Sanjiika, Odessa region, is registered in the name of Natalia Rakovich. Judging by Google Maps images from space, she owns an estate located just a few minutes' walk from the seaside. Next door is an even larger building owned by Irina Boyko, the widow of the head of the Odessa Railway. Based on the size of the houses, the prosecutor's family is still far from the family of the manager of "Ukrzaliznytsia".
Natalia Valeryevna registered a house in her name in August 2023. At that time, she also acquired an apartment slightly over 100 square meters in Odessa. The woman inherited this property (in 2023, her husband likely passed away). Assessing the value of the inherited property is challenging. However, currently in the village of Sanjiika, houses of up to 300 square meters are being sold for around 13 million UAH.In 2023, the prosecutor's mother-in-law, Galina Yatsenko, became the owner of a 94.7 square meter apartment in a high-rise building in the Primorsky district of Odessa (close to the sea). The woman already owns a house in the city of Bilhorod-Dnistrovskyi (registered in her name in 2018). There is also a 69 square meter apartment in the "French" residential complex in Odessa (even closer to the sea than the apartment acquired in 2023). Currently, an apartment of that size in this residential complex can be sold for 112 thousand dollars.
It is worth noting that in 2019, Rakovich officially separated from his wife Valentina, although he still declares her as a person with whom he resides. Moreover, the inheritance left by the prosecutor's father went to his officially ex-wife. In 2023, she received an inheritance income of 7.4 million UAH. Valentina became the owner of a 128 square meter apartment in Odessa (Gagarinskoe Plateau). She also inherited a parking space in the same high-rise building, equivalent to a one-room apartment (34.7 square meters).
Prosecutor Without Real Estate
The Deputy Prosecutor of the Odessa region, Maxim Rakovich, does not own any property. Therefore, he has to rely on what is registered in his ex-wife's name.
While the prosecutor currently has the right to live in an apartment registered in his ex-wife's name, during the time when the Rakovichs were still officially married, they lived in Odessa in real estate registered in his mother-in-law's name. Even the 2008 Porsche Cayenne used by his wife was registered in the name of mother Galina Yatsenko. The only property registered directly in the prosecutor's name is a Toyota Land Cruiser Prado 150 (2010 model). Currently, such a vehicle, depending on its condition and mileage, costs about 20-25 thousand dollars.
Last year, Maxim Rakovich earned an average of 119.2 thousand UAH per month in the prosecutor's office, while his ex-wife worked for many years in the Ministry of Justice and earned 212 thousand UAH in 2023 at the Southern Interregional Administration of the Ministry of Justice (which amounts to 17.6 thousand UAH monthly).
In recent weeks, several high-profile scandals involving prosecutors have erupted in Ukraine. Some heads of regional departments resigned because they received enormous pensions through the court system, and sometimes through disability status. However, large-scale corruption is occurring in entirely different areas. Not all prosecutors, whose activities are crucial for protecting the interests of the state and delivering just punishment for crimes, can resist the temptations of corruption.
OBOZ.UA has formally reached out to Maxim Rakovich, requesting an explanation of whether he indeed received 1.3 million UAH from his parents and if he has not legitimized his own income in this way. We also asked him whether he visits the estate registered in Natalia Rakovich's name.
