As noted in the investigation, the algorithm for the "shadow" fleet was developed by Kremenchuk businessman Vitaliy Marchenko, who is the owner of LLC "Alpha Group 77" and LLC "Energoresource", the actual owner of the VM-Groupe company group, and controls LLC "Azarez", LLC "Allure Oil", and LLC "Kremenchug Trading House".

The investigation believes that to cover the illegal activities of the organization led by Marchenko, the businessman may have entered into a criminal conspiracy with People's Deputy from the "For the Future" party, Yuriy Shapovalov.

The investigation provides correspondence between Shapovalov and Marchenko. In the messages, the MP tells the businessman that "oil products from Russian oil produced outside of Russia are not subject to EU sanctions." In turn, Marchenko allegedly responds to such a message with a concise: "Super!"

"Shapovalov also allegedly sends several links to advertisements for the sale of oil tankers in Turkey to discuss their purchase for transporting oil products, including those of Russian origin. Thus, while Russia is buying weapons and ammunition with money from oil sales, the MP seems to continue facilitating business at the expense of Ukrainians?" – the authors note.

According to law enforcement agencies, the VM-Groupe company group controlled by Marchenko owns five oil tankers:

– "Oris Marine" (IMO 9179488), acquired in June 2023.

- "Oris Di" (IMO 9245299), also acquired in June 2023.

– "Oris Sofi" (IMO 8920282), purchased in June 2023.

- "Oris Helga" (IMO 9483619), acquired in October 2023.

– "ORIS Grace" (IMO 9658422), purchased in early 2024.

The "Oris Marine" tanker is registered under the flag of Liberia, with its port of registry in the capital of the country, Monrovia. Its carrying capacity is 3200 tons.

According to data from the European Commission database, the registered owner of this vessel since March 1, 2023, is allegedly FLAGMAN MARINE LTD, located in Malta.

"However, the most interesting thing is that among the owners of the mentioned company, two individuals who are likely closely connected with the organizers of the "oil" scheme seem to be listed. In particular, these are allegedly: Maria Marchenko – likely the wife of businessman Vitaliy Marchenko, and Liana Shamray – her husband, Yuriy Shamray, is allegedly a long-term partner of Shapovalov and co-founder along with him of LLC "Federation of Motor Sports of Kremenchuk." Furthermore, Liana Shamray and Yuriy Shapovalov are said to have held the position of director at "Foxtrot Kremenchuk" at different times, indicating long-term business relations between these individuals.

Vessels of FLAGMAN MARINE LTD reportedly regularly transported oil by sea and unloaded in Ukraine at the Izmail Sea Trade Port, after which the oil products were distributed for further use,” the investigation notes.
