"Nikolaevoblteploenergo" has signed a contract with a potential fraudster.

In Mykolaiv, the construction of a new boiler house is in full swing, with the company "Dorlyuks" taking on the task after signing a contract with the municipal enterprise "Mykolaivoblteploenergo." Interestingly, this all occurred without open bidding. The contract amount is approximately 650,000 hryvnias.

This became known thanks to the Prozorro platform, as reported by "Anticorruption Dimension."

The work is expected to be completed by the end of 2024. "Dorlyuks" was registered only in January of this year and has already managed to secure multiple contracts from local utilities. Although the legal address of this company is located in the Kirovohrad region, all contracts it signs are funded from the budget of the Mykolaiv region.

Currently, the total amount of contracts received by "Dorlyuks" has reached 2.4 million hryvnias, all signed without participation in open tenders.

Interestingly, the founder of "Dorlyuks" is Vyacheslav Grigoryan, who also registered as an individual entrepreneur in 2019. This sole proprietorship has not shied away from budget funds either, having concluded several agreements totaling 4.6 million hryvnias.

But that's not all. In 2024, the Kherson City Court began to examine a case involving an individual with the same name and surname as Grigoryan. This case pertains to the embezzlement of budget funds during work for the utility company "Kherson Airlines" in 2019.

Additionally, another case involving corruption is already under investigation in the Mykolaiv region, with Vyacheslav Aikovich Grigoryan also being a suspect there.
