Judge Oleg Oksenko has set a record by awarding 17 million hryvnias in pension. The court determined that his monthly lifetime allowance will amount to 268 thousand hryvnias, which surpasses his previous salary.

SubscribeOther judges have also received million-dollar payouts, for example, Stanislav Pekny - over 10 million hryvnias, and Nikolai Tsitovich - 9.6 million. Overall, due to court rulings, the Pension Fund will face enormous expenses, and the number of such cases is only increasing.
As of November 2024, more than 24 thousand people receive pensions exceeding 23.6 thousand hryvnias, with 5 thousand of them having pensions over 50 thousand hryvnias. The state spends almost 10 billion hryvnias monthly on payments to "special" pensioners, while the average pension for an ordinary pensioner is 5.6 thousand hryvnias.
The reason for such disparities lies in special regulations for specific categories, including judges, prosecutors, and military personnel. Their pensions can reach 90% of their salary, accounting for all allowances and bonuses. For instance, a judge's salary often exceeds 300 thousand hryvnias. In comparison, most Ukrainians receive only 25–30% of their last salary upon retirement.

Courts often mandate retroactive pension recalculations, resulting in multi-billion debts. Since 2019, based on court decisions, the Pension Fund of Ukraine has already paid out 96 billion hryvnias and has an additional 76 billion hryvnias in debt.
The Ministry of Social Policy is preparing a reform of the pension system, as such expenses for "special" pensioners are unsustainable for the state, especially when the majority receive payments below the subsistence minimum.
