There is information that Elena Rozenblat, a deputy of the Zhytomyr City Council from the "Batkivshchyna" party, failed to declare elite real estate in the United Arab Emirates worth $600,000, as well as income from its rental and sale amounting to $359,000.

This became known thanks to information from journalists of the "Schemes" project.

The news has already drawn reactions from the authors of the Telegram channel "All Moves Recorded," which frequently publishes compromising materials on well-known officials, politicians, and businessmen.

"Elena, sister of the 'amber' ex-MP Boris Rozenblat, who represents her brother's interests at the feeding base in the Zhytomyr City Council, has been caught failing to declare real estate in Dubai. Over five years, she did not declare property worth $600,000 and $359,000 in income from its rental and sale. Elena Rozenblat came onto the radar after a data leak from state registries in the UAE, referred to as DubaiUnlocked," the channel's authors write.

Journalists found information about the deputy's hidden property and the income it generated in the data leak from Dubai's state registries. However, the deputy herself told journalists that she knows nothing about this property.

It is noted that both real estate properties have brought Rozenblat a total of $259,000 in income since 2019, which she also did not report in any of her declarations.

It is also known that the deputy sold an apartment in January 2024 for $459,000. She earned $129,000 from this transaction. However, the hotel room is still being rented out. But how much money Rozenblat actually earns is uncertain, as the information is missing from the registry since the rental income is initially received by the hotel.

On its website, Seven Hotel and Apartments The Palm promises investors a guaranteed income of over 10% of the cost of the purchased hotel room. Therefore, since January 2019, Rozenblat could have been receiving about $27,000 annually, which over five years would amount to more than $130,000—income that Rozenblat also did not declare.

Journalists add that the Zhytomyr City Council deputy does declare part of her property—specifically, a 70-square-meter apartment that she claims to have purchased in Dubai for 11.5 million UAH in 2020—but not the income it generates.

This apartment is located in the premium residential complex The Residences at Marina Gate II, which was built in 2019.

The NABU acknowledged to "Schemes" that the city council deputy would not be held accountable for failing to disclose all her assets in declarations before 2020, as the statute of limitations for holding her accountable for this has already expired.

However, Rozenblat may face consequences for not declaring all her Dubai assets in subsequent declarations from 2021 onward. The NABU responded that they would conduct a full audit of the deputy's declarations as soon as they receive evidence of her ownership of undeclared property.

For reference: Elena Rozenblat is the sister of former MP from the "Petro Poroshenko Bloc" party, Borys Rozenblat. The latter is a figure involved in the so-called "amber case."

This criminal case involves allegations against Borys Rozenblat of abuse of influence and receiving bribes totaling $280,000 for assisting a foreign company in amber mining in Ukraine. Rozenblat himself denies these allegations.
