The Kyiv authorities plan to renovate school No. 23 in Bykivnia for 215 million hryvnias, raising numerous questions regarding the cost of construction materials.

SubscribeThe project, approved by the Kyiv City Military Administration, aims to increase the number of students to 960 and to add new classrooms. However, the prices for some materials included in the budget have turned out to be significantly higher than market rates.
For instance, the steel for reinforcement bars is priced in the project at 49,594 UAH/ton, while it is available on the market for a third less. Bricks, accounted for at 12.46 UAH/piece, can be found elsewhere for 8 UAH/piece, making them a quarter cheaper. Additionally, fireproofing and insulation materials, such as mineral wool and polyvinyl acetate, are listed in the budget at prices 20-30% above market value.

Other materials, such as mosaics, are listed at prices that do not match market rates, and some items, like channels, are specified without exact dimensions, complicating their verification.
Moreover, the contracting company "Eksporta" received the contract without competition, as no other bids were submitted for the tender. Preliminary data indicates that the company declared income significantly lower than the funds received from the state, which has also raised suspicions.
