Ukrainians are still paying for heating to companies that, as it turns out, are linked to the notorious ex-regional politician Alexander Efremov. This network of firms spans major cities, including Kyiv, Lviv, Odesa, and Chernihiv. The owners of these companies are hidden behind offshore entities in Panama and the British Virgin Islands, while individuals from occupied territories manage them.

SubscribeWhat is happening? As reported by Farwater.East, the firm “Luhansk Heating Supply”, a key player in this network, is registered in offshore locations in Panama and Canada. Among its owners are mentioned:
- Hristo Kolev – Efremov's partner, through whom his assets were managed.
- Lev Mogilevsky – a Georgian ex-official Levan Mamaladze, who is wanted internationally.
These same offshore entities have also been linked to other companies, including those operating in non-government-controlled territories.

Pishchugin is associated with 21 companies, including “Lviv Heating”, “Odesa Heating”, “Kryvyi Rih Heating”, and even “Kyiv Heating-9”.
These companies not only collect payments for heating from Ukrainians but also actively win tenders. For instance, only in 2024, “Kyiv Heating-9” received over 7 million UAH from the budget, while the Kyiv firm “Teplo-S” became a real record-holder, utilizing 21 million UAH over the past year.
Sergey Pishchugin claims he does not know who their actual owners are. His statement:
"I am just a director who is listed there, and I would gladly resign from there. I just don't know who to contact to get myself fired, unfortunately."
However, this seems far from the truth. These firms, registered offshore and linked to the occupation, continue to receive millions from the Ukrainian state budget. The money that citizens pay for heating flows into structures with questionable beneficiaries.
As the new heating season approaches, questions remain unanswered: who truly manages this business, and where do our funds go?
