DBR officials have reported suspicions against six individuals who assisted companies linked to a well-known Russian bookmaker in transferring real estate from a bankrupt Kharkiv bank.

These actions were uncovered in collaboration with the State Financial Monitoring Service and the Kyiv Scientific Research Institute of Forensic Expertise.

Specifically, in March 2023, the DBR exposed an illegal financial transaction involving the real estate of a Kharkiv commercial bank that is undergoing liquidation. The value of the real estate in the center of Kharkiv is estimated at 360 million hryvnias.

This scheme was executed using the details of a Ukrainian company controlled by the owner of the Kharkiv bank, as well as two foreign companies that have been subjected to national sanctions by the National Security and Defense Council. Furthermore, prior investigations by the Bureau established that these companies are connected to a well-known Russian bookmaker and other entities whose actions are detrimental to the national interests and security of our state.

Thus, the new owners have become foreign companies, with actual beneficial owners being citizens of the aggressor state. These non-resident companies are under sanctions imposed by the National Security and Defense Council of Ukraine.

The director of one of the branches of the bankrupt bank, a private notary, three representatives of the companies involved in the transaction, and an individual who "acquired" the bank's assets have been notified of suspicions of embezzlement or aiding and abetting embezzlement of the bank's property on a particularly large scale, document forgery and their use, as well as property obtained through criminal means (Art. 191, Art. 358, Art.

The issue of choosing a preventive measure for the detained individuals is being resolved.

The penalty for embezzlement on a particularly large scale provides for imprisonment of up to 12 years.

The pre-trial investigation is ongoing.

The property that was unlawfully removed from the management of the Deposit Guarantee Fund for Individuals has been seized by court order and transferred to the management of the National Agency for the Detection of Assets (ARMA).
