A significant question arose following the detention of Tatyana Krupa in early October 2024. On October 5, the deputy from the "Servant of the People" party and chief physician of the Khmelnytsky Medical-Social Expertise was arrested for bribery, as she was involved in mass issuing of disability certificates. Her son, Alexander Krupa, head of the Pension Fund of Khmelnytsky region, was also detained. They were found to have over $10 million in cash at home and abroad in Austria, Poland, Turkey, and Spain, along with ownership of dozens of houses in Ukraine and Europe. The public deserves to know who allowed Tatyana Krupa to hold the same position continuously for 16 years. Answers to these and other questions were sought by journalists from the publication "Tsensor".

The circumstances of the case, revealed by Tsensor.NET, clearly indicate that law enforcement agencies in Khmelnytsky region were aware of the extensive system created by Servant of the People Krupa, as they were complicit in the corruption schemes.

During a search conducted by the State Bureau of Investigations at T. Krupa's workplace in the regional MSEK, $104,000 was found, which Krupa received from 30 citizens between October 2-4, averaging about $3-4 thousand per person for obtaining a disability certificate. The corruption scheme operated daily and on a large scale in a queue system.

Most of the citizens who recently brought bribes were women. The essence of the scheme is that when there is a disabled woman, her husband registers himself as her caregiver, thereby automatically excluding himself from the pool of eligible individuals for mobilization. The statistics on evaders are concealed because it goes unnoticed that disabilities are being registered for women. Corruption has become a tool for anti-state actions in the region – disrupting mobilization.

But why were the corrupt schemes exposed not by local law enforcement, but by the DBR?

Identifying Krupa's connections was made possible by studying the declarations of Khmelnytsky law enforcement officers, who documented everything themselves.

Let’s take a look at the body responsible for upholding legality and state prosecution – the Khmelnytsky regional prosecutor's office.

Almost all prosecutors in the Khmelnytsky region turned out to be… second-group disabled individuals – according to the decision of the chief physician of MSEK T. Krupa. For many years, they received and continue to receive disability pensions from the state – based on the decisions of the head of the Pension Fund A. Krupa.

Journalistic sources allowed the compilation of a list of disabled prosecutors from the Khmelnytsky prosecutor's office, which is not exhaustive:
