Transcarpathia is once again at the center of a scandal: the state enterprise "Dobrobud," established to build housing for displaced persons, has come under the scrutiny of investigation by Bihus.info. Instead of fulfilling its noble mission, the enterprise is distributing land to "its" people under very favorable conditions.

The main character in this story is Pavel Kotik, a former forester and businessman from Lviv, who has friendly and business ties with the former head of the Transcarpathian Regional State Administration, Viktor Nikita. It was during Nikita's tenure in the spring of 2022 that the enterprise "Dobrobud" was established.

Officially, it was supposed to search for land for displaced persons. However, in reality, land is being transferred through auctions to companies linked to Kotik at prices that would make even auction veterans envious.

How was the land distributed?

On the Prozorro website, there are only three auctions from "Dobrobud." This is not about selling land, but about transferring the right of superficies – that is, the right to build something on the plot and sell it. In return, developers are supposed to allocate a portion of square meters for displaced persons.

It sounds noble, but there's a catch: these square meters can be allocated not in a new building and not even in Uzhhorod.

  • First plot (3.5 ha): allocated to LLC "Cheimer Alliance" for 1.6 million UAH and a promise to provide 1200 sq. m of real estate. Interestingly, after winning the auction, the company was headed by Alexander Tkach – a business partner of Pavel Kotik's sister.

  • Second plot (1 ha): sold for 510 thousand UAH and 375 sq. m of housing to the Kyiv-based LLC "Dominus Stark." A few months later, among the owners of the firm was Oleg Berezhnitsky, who still has mortgage agreements with Kotik's wife in the real estate register.

  • Third plot (3.8 ha): received by the Lviv firm "West Air Cargo" for 800 thousand UAH and 2000 sq. m of real estate. Its new owner became Roman Blashchak, who previously conducted business with Kotik.

And what about outside Uzhhorod?

This is not where it ends. In the border village of Batevo, the Kyiv-based LLC "Lareal Estate" purchased a non-operational bread factory along with the land beneath it for a pittance. The firm belongs to Larina Kotik, Pavel Kotik's wife.

  • The purchase price was just over 1.5 million UAH (about 150 UAH per square meter).
  • Long-term lease for 5.4 ha of land under the factory – only 500 thousand UAH per year.
  • Nearby, Larina Kotik also received 16 ha of land for the construction of a "dry port and production complex."

Against the backdrop of war, such schemes appear at least cynical. Instead of genuinely addressing the issues faced by displaced persons, the region's resources are being funneled into the hands of a narrow circle of businessmen with strong connections.

If this continues, the idea of housing for displaced persons will remain a noble intention, while new elite residential complexes will rise on the allocated plots. But for whom?
