The President of Ukraine, Volodymyr Zelensky, has signed a decree approving a new emblem and flag for the Foreign Intelligence Service of Ukraine. The official symbol of the Service is a graphite-gray equilateral cross with diverging arms, framed by silver stripes. The new symbols of the FISU represent statehood and technological advancement: the cross with a medallion, the inscription "Truth Prevails Over All," and a stylized key with a QR code have become part of the official insignia.
The decree has confirmed the description and design of the emblem and flag of the Service, as well as the rules for their use, as reported by the President's Office website. At the center of the emblem is a blue round medallion featuring the "Sign of the Prince's State of Volodymyr the Great," symbolizing Ukrainian statehood. The medallion is bordered by two silver stripes. On the graphite-gray background between them is the inscription in Latin: "Omnia vincit veritas" ("Truth Prevails Over All").
The shape and colors of the flag consist of a rectangular field in graphite-gray with an aspect ratio of 2:3. In the upper left corner, there are two horizontal stripes of blue and yellow, symbolizing the national flag of Ukraine. The emblem of the Service is located in the center of the free part of the field.
All elements of the symbols must adhere to the approved proportions and may be reproduced in a monochrome version.
In October, rotations took place in the Foreign Intelligence Service: the head of state changed the deputies of the institution, who are considered for the position of head of the GUR. Specifically, by decree №679/2024, the president dismissed Oleg Lugovskyi from the position of deputy head of the FISU, and by decree №681/2024, appointed him as the first deputy head of the agency. By decree №680/2024, the head of state decided to dismiss Oleg Sinayko from the position of deputy head of the Foreign Intelligence Service of Ukraine. By decree №682/2024, Hennadiy Bohach was appointed as the deputy head of the agency.
An informant believed that these dismissals and reshuffles indirectly confirm the theory that the replacement of the head of the Main Intelligence Directorate of Ukraine, Kyrylo Budanov, with Oleg Ivashchenko is indeed being prepared. Similar rotations within agencies, like those occurring today in the FISU, sometimes happen before a significant personnel change.
