Zelensky has approved new symbols for Ukraine's Foreign Intelligence Service, including the design of its emblem and flag.

Ukrainian President Volodymyr Zelensky has signed a decree approving a new emblem and flag for the Ukrainian Foreign Intelligence Service. The official symbol of the Service is a graphite-gray equilateral cross with diverging sides, framed by silver ribbons. The new insignia of the Foreign Intelligence Service represents statehood and technological advancement: the cross, accompanied by a medallion, the phrase "Truth Prevails Over All," and a stylized key featuring a QR code, have all become integral parts of the official insignia.

The President of Ukraine, Volodymyr Zelensky, has signed a decree approving a new emblem and flag for the Foreign Intelligence Service of Ukraine. The official symbol of the Service is a graphite-gray equilateral cross with diverging arms, framed by silver stripes. The new symbols of the FISU represent statehood and technological advancement: the cross with a medallion, the inscription "Truth Prevails Over All," and a stylized key with a QR code have become part of the official insignia.

The decree has confirmed the description and design of the emblem and flag of the Service, as well as the rules for their use, as reported by the President's Office website. At the center of the emblem is a blue round medallion featuring the "Sign of the Prince's State of Volodymyr the Great," symbolizing Ukrainian statehood. The medallion is bordered by two silver stripes. On the graphite-gray background between them is the inscription in Latin: "Omnia vincit veritas" ("Truth Prevails Over All").

  • Decorative elements: Three arrows, crossed with their tips pointing upward, and a key with a downward beard styled as a QR code leading to the official website of the Service are depicted between the arms of the cross.
  • Materials and colors: The images of the medallion, arrows, key, letters of the inscription, and decorative dot are rendered in gold.

Description of the Flag

The shape and colors of the flag consist of a rectangular field in graphite-gray with an aspect ratio of 2:3. In the upper left corner, there are two horizontal stripes of blue and yellow, symbolizing the national flag of Ukraine. The emblem of the Service is located in the center of the free part of the field.

Rules for Using the Symbols

  • Official Status: The emblem and flag are official distinguishing symbols of the Foreign Intelligence Service of Ukraine.
  • Use of the emblem: displayed on the flag. It is used on administrative buildings, in offices, and meeting rooms. It is applied to military personnel insignia, awards, and official documentation.
  • Use of the flag: placed on administrative buildings, in the office of the Head of the Service. It is used during official events involving the Service.
  • Other cases: Symbols may be used in printed, souvenir, and advertising materials, as well as in photo and video materials at the discretion of the leadership.
  • Special circumstances: The order and details of use are determined by the Head of the Foreign Intelligence Service of Ukraine.

All elements of the symbols must adhere to the approved proportions and may be reproduced in a monochrome version.

Rotations in the Foreign Intelligence Service of Ukraine

In October, rotations took place in the Foreign Intelligence Service: the head of state changed the deputies of the institution, who are considered for the position of head of the GUR. Specifically, by decree №679/2024, the president dismissed Oleg Lugovskyi from the position of deputy head of the FISU, and by decree №681/2024, appointed him as the first deputy head of the agency. By decree №680/2024, the head of state decided to dismiss Oleg Sinayko from the position of deputy head of the Foreign Intelligence Service of Ukraine. By decree №682/2024, Hennadiy Bohach was appointed as the deputy head of the agency.

An informant believed that these dismissals and reshuffles indirectly confirm the theory that the replacement of the head of the Main Intelligence Directorate of Ukraine, Kyrylo Budanov, with Oleg Ivashchenko is indeed being prepared. Similar rotations within agencies, like those occurring today in the FISU, sometimes happen before a significant personnel change.
